it fixed by myself.
solved the problem like this - downloaded OpenATV 6.3> extract the file folders from the archive> then usr-share-enigma2- find the encoding.conf file> save it on your computer. Total Commander or another file manager, go to the res using the above path> delete the encoding.conf file in the 6.4 or 6.5 version of the image and replace it with the one saved from version 6.3. Full overload and Cyrillic is already correct.
