After every GUI restart, the items of all panels (menu included) are blank.

Hmm, the plugin IPTVPlayer cannot be loaded because of a missing module.
Possibly this interrupts the normal loading process of other (system) plugins, so if I were you I'd try to deinstall this plugin.

I found that the issue holds even without iptv player.

However, a solution is full restart.
