Glass 16 is an amazing piece of work, it's more than a skin, but a whole plugin with multiple renderers and converters, even some of them patch system files to make certain things work. I haven't used it for a long time, to be honest, but if I remember correctly, what it does with converting snr to db is more like a workaround in certain cases, rather than native db reading from the drivers. Not in all cases of course, but for some tuners/images it does.
What I can safely assume is that since the Silabs tuner since is showing db on OpenEight image, it could also work on OpenATV by patching the frontent.cpp and adding the required conversion code for the specific tuner. What I wanna make sure is that the tuner driver reports the db natively, so that in the cpp percentage is derived from db and not the other way around, like Vu+ for instance that never cared to display db in drivers, so all patching is done in Enigma2 (and this is why you see a maximum level of 16.2 or 17db).

In frontent.cpp I see there's an approximation for the Si2166B, which indicates a boundless value (no satmax), unless there is a hardware limit (rare).

ret = (snr * 240) >> 8;

This indicates that this tuner reports db and the conversion is generated from there, so what has to be done is add for the Si21662 tuners as well. I believe they are half there. What also needs to be noted is that if SF4008 supports DVBAPI v5, things will be much easier.
